Do a wheelie along the coned section. Accelerate to top speed, then pull back on the left analog stick.

Tactics
Once again, this isn't hard. Maybe it's all of the practice with bikes from Vice City, but either way, this can't be called difficult. Just drive towards the coned area, pull back on the analog stick, then tap X as you make your way along. Try not to lean back too far as the BF-400 will lean all of the way back and it won't count as a wheelie anymore. Once you pass the cones just land the wheelie then stop in the cone square at the end.
